Firstly, you have to measure the window size where you want to use balloon valance. You have to purchase the material, 3 times more then the window size. If you will not measure it then it will look improper. You need material like, cotton, laces, sewing machine, and scissors, colored thread etc. for this work. You will need a table for this purpose also. You should place required material at the right side.

Measure the material. Using your tape measure, measure out the length of fabric, three times the width of the curtain rod, to give the window a full effect. Add another 2 inches for the side seams and made the material by hemming and ruffling. Lay the fabric on a countertop or table. Place the material with the right sides together and sew the unfinished edges with a 1/2-inch seam. Sew the open end closed.

You can also create the rod pocket by sewing a 1/2-inch seam from the top of the valance and measure down 2 inches. At that point sew another 1/2-inch seam. This allows for the rod pocket the valance will hang on. Run the curtain rod through the ruffle on the valance. It will have a surplus of fabric and be very full. You may also create your balloon.
